Algerian legislative leader ends Vietnam visit

The Algerian National People’s Assembly Chairman, Abdelaziz Ziari, left Ho Chi Minh City on January 23, wrapping up his week-long visit to Vietnam. Updated : 1:30 PM, 01/24/2010
During the trip, Ziari held talks with his Vietnamese counterpart Nguyen Phu Trong, paid a courtesy visit to State President Nguyen Minh Triet, and met with Permanent Deputy Prime Minister Nguyen Sinh Hung.
The Algerian leader also had working sessions with Construction Minister Nguyen Hong Quan, Chairman of the Vietnam-Algeria Joint Committee; and Chairwomen of the Hanoi People’s Council Ngo Thi Doan Thanh and the HCM City People’s Council Pham Phuong Thao.
At these meetings, the two sides affirmed the need to step up multifaceted cooperation between Vietnam and Algeria, especially in economy, trade, and investment, to match potentials and benefits of both nations.
They agreed to increase exchanges, cooperation and sharing of development experiences between the two countries and parliaments, as well as tightening coordination at multilateral forums.
Chairman Ziari and his entourage also laid a wreath in tribute to President Ho Chi Minh at his mausoleum, and visited a number of economic, cultural and educational establishments in Hanoi, the northern port city of Hai Phong, the northeastern province of Quang Ninh, and HCM City.

Algeria shows interest in HCM City development model

Algeria’s National People’s Assembly Chairman Abdelaziz Ziari showed interest in the development model of Ho Chi Minh City, an economic hub of Vietnam, while visiting the city on January 22.
Meeting with the municipal People’s Council Chairwoman Pham Phuong Thao, the top Algerian legislator reiterated his determination to strengthen comprehensive relations with Vietnam.
His visit to Vietnam exemplifies the willingness of the Algerian parliament and government to elevate relations between the two countries, he stressed.
Chairwoman Thao expressed her pleasure at talks between the top legislators of both countries, which promised productive co-operation between the two legislative bodies and countries.
She also spoke highly of the important role of female parliamentarians in Algeria’s legislature and government, saying she hoped that the two countries would soon step up the sharing of experience on the matter. (VNA)
Algerian lawmakers visit Quang Ninh

(VNA). A delegation of Algerian lawmakers led by National People’s Assembly (NPA) Chairman Abdelaziz Ziari visited the northern coast province of Quang Ninh on Jan. 21.
At the reception talks the same day, the provincial People’s Committee Chairman Vu Duc Dam briefed the delegation on the province’s socio-economic achievements as well as its potential, especially in the mining and tourism industries.
Quang Ninh, Dam said, has set a target of becoming an industrialised province by 2015 and is working up the combined determination and efforts of the whole political system so as to promote socio-economic development, ensure social welfare, and create favourable conditions to attract foreign direct investment.
The chairman expressed the wish that Vietnam-Algeria relations would be tightened in the future.
In response, Ziari praised the province’s recent attainments in all fields, expressing his wish that the traditional friendship and relations between Algerian and Vietnamese people would be further cemented.
Later the same day, the Algerian NPA Chairman and his entourage made a tour of Ha Long Bay and came back to Hanoi to continue their week-long visit./.

HA NOI — Viet Nam wants to expand its friendship and co-operative relations with the world, attaching special importance to traditional friends like Algeria, President Nguyen Minh Triet told visiting Algerian National People’s Assembly Chairman Abdelaziz Ziari yesterday in Ha Noi.
But both countries needed to further develop co-operation in trade and investment,Triet stressed, saying that Viet Nam would urge relevant ministries, sectors and enterprises to promote more effective co-operation and share experiences in economic development with their Algerian counterparts to better meet the demands of both peoples.
Ziari, who is leading a delegation of Algerian lawmakers on a week-long visit, invited Triet to pay a state visit to Algeria and said he appreciated the achievements that Viet Nam had gained through its process of renewal and building of market economy, experiences that would be valuable to Algeria since it, too, was transitioning to a market economy.
Later yesterday, Ziari met with Minister of Construction Nguyen Hong Quan, the Viet Nam-Algeria Joint Committee, and Ha Noi People’s Council chairwoman Ngo Thi Doan Thanh to discuss measures to promote exchanges and co-operation among relevant sectors and localities. — VNS

ALGIERS- Speaker of People's National Assembly (APN, Parliament) Abdelaziz Ziari has been received Wednesday by President of Socialist Republic of Vietnam Nguyen Minh Triet. The two sides talked about the bilateral relations and ways to further develop them in all fields, said a Parliament's statement. The meeting coincides with the ongoing preparations for the forthcoming session of the Algerian-Vietnamese Joint Commission, due to be held in Algiers during current year, the source added. Ziari had previously met Vietnamese Minister of Construction and co-Chairman of the Joint Commission Nguyen Hong Quan to assess the economic and commercial cooperation between the two countries and examine prospects for its development.

ALGIERS- The economic and commercial cooperation between Algeria and Vietnam and the prospects for its development in different sectors have been examined during the visit of the Algerian parliamentary delegation, led by Speaker of People's National Assembly (APN, Parliament) Abdelaziz Ziari. In this regard, Ziari held talks with Nguyen Hong Quan Vietnam's Minister of Construction and co-Chairman of Algerian-Vietnamese Joint Commission, said a Parliament's statement. During this meeting, the two sides assessed the bilateral economic and commercial cooperation as well as the preparations of the 9th session of the Joint Commission, due to be held in Algiers in 2010, the source added.

VNA 20/01/2010 - Vietnam wants to expand the friendship and cooperation with all countries over the world, including traditional friends like Algeria .
So said State President Nguyen Minh Triet at a reception for visiting Algerian National People’s Assembly Chairman Abdelaziz Ziari in Hanoi on January 20.
He said he was pleased with the fine developments of the friendship and cooperation between the two countries over the past time. Vietnam and Algeria have showed the solidarity, sharing and mutual assistance in their political relations while furthering bilateral economic, trade and investment ties, he said.
The State leader expressed his hope that Vietnamese and Algerian ministries, agencies and businesses will speed up cooperation and share experiences in economic development in order to meet the two countries’ aspirations.
For his part, Chairman Abdelaziz Ziari affirmed that the Algerian people consider Vietnam a close friend and wish to expand the comprehensive cooperation with the Southeast Asian country.
He spoke highly of Vietnam ’s great achievements during its renewal process and the building of a market economy, considering them valuable experiences for Algeria as the country is entering into the process of building a market economy.
He added that his visit aims to boost economic, trade and investment relations between the two nations.
On the same day, Chairman Abdelaziz Ziari had working sessions with Minister of Construction Nguyen Hong Quan, President of the Vietnam-Algeria Joint Committee and Chairwoman of the Hanoi municipal People’s Council Ngo Thi Doan Thanh. The two sides exchanged measures to speed up the exchange and cooperation between agencies and localities.

The Algerian National People’s Assembly Chairman’s visit is hoped to usher in a new chapter in the ties, especially economic cooperation, between Vietnam and Algeria.
Algerian National People’s Assembly Chairman Abdelaziz Ziari arrived in Hanoi on January 19 for an official friendly visit. He held talks with Vietnamese National Assembly Chairman Nguyen Phu Trong the same day.
“This Vietnam visit, following previous visits by leaders of the two countries, will contribute to opening a bright prospect for bilateral ties,” the Algerian chairman said.
He said the Algerian Assembly, Government and people want to strengthen friendship and elevate its economic cooperation with Vietnam on a par with the two countries’ political ties, tapping both’s available potentials.
The Algerian official emphasised that his country is making efforts to increase its trade value with Vietnam to be equal to that of some Asian countries it has been trading with.
He showed his admiration to the Vietnamese people’s immense construction and development achievements and Vietnam ’s growing role and position in terms of politics and economy in Southeast Asia and Asia .
“Vietnam was an example in the struggle for national liberation and is currently a pride in economic development,” the Algerian guest said.
He noted that in its transitional phase to the market-driven economy Algeria sees Vietnam’s renewal and WTO-related experiences valuable to follow.
He suggested the two countries consider the establishment of consultancy groups to share experiences in these fields, affirming that “Algeria is eager to learn from Vietnam ’s experiences based on trust and fine relations already established between the two countries.”
Delivering the Algerian people’s respect to the Vietnamese people’s courage to defend the country, the Algerian official said the Algerian people’s revolution has originated and developed on the grounds of the values the Vietnamese people had attained from wars against colonialists.
“Sacrifices and losses in struggles to defend our nations and national construction and development achievements serve as the foundation for Vietnam and Algeria to develop their friendship,” he emphasised.
The two countries should share responsibilities to educate their future generations to continue preserving and promoting that valuable friendship, the Algerian official underlined.
Considering that there still exists colonialism with new forms of imposition, Algeria wishes to enhance its solidarity, friendship and cooperation with the Vietnamese people, as well as with other peoples around the world, to preserve the values of the peace-loving people’s just struggles, the guest said.
NA Chairman Trong shared with his guest the need to promote education on the Vietnam-Algerian traditional ties among the two countries’ young people.
Vietnam-Algerian ties have stood the test of time and have been unceasingly strengthened and promoted, he affirmed. However, Trong pointed to the fact that economic, trade and investment ties have not yet been tapped to match their potentials as well as aspirations of the two peoples.
He proposed that the two legislative bodies and governments work together to facilitate businesses’ partnership.
The two countries should capitalize on each other’s strengths to promote their mutual growth, with Algeria providing a gateway for Vietnamese goods to enter the African market and Vietnam helping Algerian commodities to gain a niche in the ASEAN-strong market, Trong told his guest.
He highlighted the two countries’ growing cooperation in the oil and gas industry and their moves to step up collaboration in education and labour issues.
The NA Chairman agreed to enhance the sharing of experiences, including those on market economy development and legislative activities, and WTO negotiation skills with Algeria .
Trong affirmed that sticking to the foreign policy of independence, self-reliance, multilateralisation and diversification, Vietnam has treasured the promotion of friendship and cooperation with its traditional friends, including Algeria .
The Vietnamese legislative leader congratulated Algeria on its socio-economic gains, its current stand as one of the four emerging economies in Africa, as well as its important role in maintaining peace in North Africa and Africa in general and in the non-aligned movement.
“The Vietnamese people have never forgotten the Algerian people’s assistance given to their past struggle for national defence and current national construction and development,” Trong said.
He said he hoped the Algerian guest’s visit would further promote mutual understanding, and step up friendship and cooperation between the two legislative bodies.
At the talks, the two legislative leaders vowed to push up the implementation of cooperation agreements signed in 2005 and further cooperation between legislative agencies and parliamentarians.
They also reached a consensus on increasing coordination and support for each other in international forums.
The same day, the Algerian guest paid tribute to the late President Ho Chi Minh at his mausoleum and visited Van Mieu (Temple of Literature), which is Vietnam’s first university.
Later, he was feted in a grand banquet hosted by NA Chairman Trong./.

Vietnam always wants to consolidate and strengthen friendship and multi-sided cooperation with Algeria and traditional friends, considering it a priority in the country’s external relations policy.
Permanent Deputy Prime Minister Nguyen Sinh Hung made the statement while receiving on Jan. 19 Algeria’s National People’s Assembly Chairman Abdelaziz Ziari, the visit of whom, Hung said, is significant in relations between the two countries’ legislative bodies.
He expressed his pleasure at the fine development of relations between Vietnam and Algeria as well as between the two national assemblies.
Chairman Abdelaziz Ziari affirmed that Algeria wishes to expand and increase friendship cooperation with Vietnam in many areas, especially economy, trade and investment.

Abdelaziz Ziari on visit to Vietnam as from Monday
Abdelaziz ZiariALGIERS- People's National Assembly (Parliament) Speaker Abdelaziz Ziari, heading an important delegation, is to pay, as from Monday, a visit to the Socialist Republic of Vietnam. The visit, to last until Friday, comes in response to the invitation of Nguyen Phu Trong, the speaker of Vietnam's National Assembly, a Parliament's communiqué underlined on Sunday. Ziari will meet during the visit his Vietnamese counterpart, with whom he will tackle "how to develop parliamentary cooperation between the assemblies of both countries," the communiqué underlined. Meetings with senior State officials, including President of the Socialist Republic of Vietnam Nguyen Minh Treit and the secretary general of the Vietnamese communist party, Nong Duc Man, are planned, according to the source.

Vietnam is willing to share its experiences in joining the World Trade Organisation (WTO) and boost cooperation in various areas with the African nation, says National Assembly Chairman Nguyen Phu Trong.
Mr Trong told his Algerian counterpart Abdelaziz Ziari during talks in Hanoi on January 19 that conducting WTO negotiations is not an easy task, but it is important to seize opportunities and overcome challenges in the post-admission period.
He praised Algeria’s efforts to cushion the impact of the global economic and financial turmoil and become one of four newly emerging economies in Africa. He said Algeria plays a very important role in maintaining peace in North Africa and the whole continent as well as in the non-aligned movement struggling for a new and fair world order.
Vietnam attaches great importance to strengthening the friendly and cooperative relations with its traditional friends, including Algeria, affirmed Mr Trong.
He underlined the need to educate the two countries’ young generations about the Vietnam-Algeria relationship, which has stood the test of time and developed constantly over the years.
He noted that despite encouraging progress, economic, trade and investment ties between Vietnam and Algeria have not matched their potential and have not lived up to their people’s expectations. He proposed that the two legislative bodies and governments create optimal conditions for their business communities to explore each other’s markets and establish partnerships.

Mr Trong said both Vietnam and Algeria see the potential for increasing cooperation, citing Vietnam’s advantages in agricultural production, food and consumer good processing and Algeria’s experience in developing the oil, gas and steel sectors.
Algeria could serve as Vietnam’s gateway to the huge African market, and Vietnam could help Algeria penetrate the Association of Southeast Asian Nations (ASEAN), said the Vietnamese legislator.
He said both sides should increase the sharing of their experiences in developing a market economy and carrying out legislative operations.
“Algeria is developing an organized market economy while Vietnam is embarking on a socialist-oriented market economy. The bottom line is how we can bring into full play the advantages of the market economy and ensure social welfare,” said Mr Trong.
He stressed that during the globalisation process, international economic integration is an inevitable trend, but “we’d better preserve and develop our own cultural identity and ethical values.”
For his part, Abdelaziz Ziari expressed his admiration for Vietnam’s past struggle for national liberation, and said the Algerian revolution stemmed from Vietnam’s Dien Bien Phu victory in 1954 as well as the two nations’ wars of resistance against colonialism.
Wartime sacrifice and current development achievements have laid a foundation for promoting Algeria-Vietnam friendship, and our task is to educate young generations to preserve and develop this valuable friendship, said Mr Ziari.
He voiced the Algerian people’s desire to strengthen solidarity, friendship and cooperation with Vietnam and other nations to promote the values of the just struggle that peace-loving people and other progressive forces have pursued so far.
Mr Ziari lauded Vietnam’s impressive economic development and its increasing role in the world and said Algeria wants to boost cooperation with Vietnam, especially in economics, trade, and investment.
He also said his nation is working hard to increase trade with Vietnam on a par with several Asian countries whose trade ties have seen flourishing in recent years.
As Algeria is in a period of transition to a competitive market economy and at the same time is carrying out a national social policy, it needs to share development experiences with Vietnam, especially in joining the WTO, said Mr Ziari. He proposed that both countries consider establishing advisory groups to carry out this task.
Both host and guest agreed that the two legislative bodies should speed up the implementation of their cooperation agreements signed in 2005 and increase the exchange of visits to promote mutual understanding and cooperation. They also agreed to work closely in regional and international forums.
Mr Ziari began an official visit to Vietnam on January 19 at the invitation of Mr Trong.

HA NOI — A group of Algerian National People’s Assembly representatives led by chairman Abdelaziz Ziari began a six day-visit to Ha Noi yesterday at the invitation of National Assembly Chairman Nguyen Phu Trong.
This delegation includes Miloud Chorfi, president of the parliamentary group of the National Rally for Democracy (RND); Abdelaziz Belkaid, president of the parliamentary group of the Movement for the Society of Peace; members of the National Assembly, including Halima Lekhal and Med Bouguetof from the National Liberation Front, Ali Bensebgag (RND), and Tahar Besbas (Rally for Culture and Democracy); Mohamed Ghoualmi, international affairs advisor to the National People’s Assembly chairman; and Baya Rahbi, head of the Assembly chairman’s secretariat and research department.
The visit will end on January 23. — VNS
