Communiqué à l’intention des ressortissants algériens inscrits sur la liste électorale de l’Ambassade d’Algérie à Hanoi

Cher(e) compatriote,

Nous avons l’honneur de vous informer que dans le cadre de la tenue des élections législatives du 10 mai 2012, l’ensemble des dispositions ont été prises pour vous permettre de participer à cet important scrutin et exercer librement votre droit de vote en désignant les Représentants de la zone 3.

Le bureau de vote sera ouvert au siège de l’Ambassade, 13, rue Phan Chu Trinh, Hanoi, jeudi 10 mai 2012 de 8h00 à 19h00. Veuillez vous munir d’une pièce d’identité nationale ainsi que de votre carte d’électeur.

Les électeurs qui ne pourront pas se déplacer peuvent établir des procurations pour d’autres ressortissants eux-mêmes inscrits sur la liste électorale.

Élections législatives du 10 mai 2012 : établissement des procurations

Hanoï, le 17 avril 2012

Dans le cadre des élections législatives du 10 mai 2012 et en application des dispositions de l’article 57 de la loi organique n° 12-01 du 12.01.2012 relative au régime électoral, l’Ambassade d’Algérie à Hanoi porte à la connaissance des ressortissants algériens inscrits sur la liste électorale de la circonscription que la période d’établissement des procurations débutera le jeudi 23 février 2012 et s’achèvera le mercredi 02 mai 2012.

Les citoyens se trouvant dans l'une des situations suivantes le jour du scrutin :

  1. Malades hospitalisés ou soignés à domicile,
  2. Les grands invalides ou infirmes,
  3. Les travailleurs exerçant hors de la circonscription de leur résidence et/ou en déplacement et ceux retenus sur leur lieu de travail le jour du scrutin,
  4. Ainsi que les ressortissants se trouvant momentanément à l'étranger.

Peuvent accomplir leur devoir électoral par le biais d’une procuration, dont les formulaires sont disponibles au niveau de l'Ambassade.


Révision exceptionnelle des listes électorales clôturée

L'Ambassade d’Algérie à Hanoï informe l'ensemble des ressortissants algériens immatriculés établis au Vietnam, Cambodge, Laos et Myanmar que la révision exceptionnelle des listes électorales a été clôturée le 21/02/2012.

Conformément aux dispositions de l'article 21 de la loi organique No 12-01 du 12 janvier 2012 relative au régime électoral, une période de réclamations et de recours, en inscription ou radiation est ouverte à l’Ambassade du 22 au 26 février 2012.

RÉVISION EXCEPTIONNELLE DE LA LISTE ÉLECTORALE

Hanoi, 13 février 2012

En prévision des élections législatives prévues le 10 mai 2012, l'Ambassade d'Algérie à Hanoi porte à la connaissance des ressortissants immatriculés auprès de ses services et non inscrits sur la liste électorale, que conformément à l'article 14 de la Loi relative au régime électoral et suite à la convocation du corps électoral, une révision exceptionnelle de la liste électorale aura lieu au siège de la chancellerie, du dimanche 12 au mardi 21 fevirer 2012.

Conformément à l'article 6 de la loi sus citée, les citoyens immatriculés non encore inscrits sur la liste électorale, âgés de 18 ans et plus et ceux qui auront atteint l’age de 18 ans révolus le 10 mai 2012, sont invités à se rapprocher de l’Ambassade à Hanoi, du 12 au 21 février 2012, aux jours et heures ci-après :

du lundi au vendredi de 09h00 à 16h00.

Les citoyens qui ne sont pas en mesure de se déplacer, peuvent remplir l’imprimé d’inscription à la liste électorale et nous le retourner à l'adresse suivante:

Ces imprimés, dûment remplis et signés, doivent parvenir aux services consulaires de l’Ambassade au plus tard le 21 février 2012. Par ailleurs, il est porté à l’attention des ressortissants que l’immatriculation consulaire n’induit pas automatiquement l’inscription sur la liste électorale. Conformément à l’article 07 de la loi électorale : « Tous les Algériens et les Algériennes jouissant de leurs droits civils et civiques et n’ayant jamais figuré sur la liste électorale doivent solliciter leur inscription ».

Alger- Les élections législatives auront lieu le 10 mai 2012, a annoncé jeudi soir le président de la République, M. Abdelaziz Bouteflika, dans un discours télévisé, qualifiant cette échéance de "décisive".

"Nous entamerons la nouvelle étape des réformes par la tenue des élections législativesqui auront lieu le 10 mai 2012, conformément au code électoral entré en vigueur", a affirmé le chef de l’Etat.

En ce sens, le président Bouteflika a relevé que ces élections constituent une "échéance décisive" qui ouvre la voie vers le parachèvement de la "reconstruction" de l’Etat algérien, cinquante ans après le recouvrement de sa souveraineté afin qu’il devienne un "Etat où prévalent la bonne gouvernance et la citoyenneté "lucide" dans le cadre de la justice sociale et la solidarité nationale".

A cet effet, le président de la République a souligné que toutes les dispositions ont été prises pour garantir la "transparence" des élections.

"L’opération électorale et le dépouillement des résultats se dérouleront sous la surveillance directe des représentants des candidats dans tous les bureaux de vote", a affirmé le chef de l’Etat, soulignant que les instances nationales de surveillance et de supervision auront à "s’assurer du respect" de la loi électorale.

Dans le même sillage, le président de la République a affirmé que les partis et les listes indépendantes participant auront toute la latitude de contrôler et de surveiller chacune des étapes du processus, soulignant qu’ils veilleront, eux aussi à la "régularité" du processus électoral, à travers la commission indépendante de surveillance des élections qu’ils auront à constituer.

"Celle-ci (la commission) aura, de plein droit et loin de toute tutelle ou ingérence, la responsabilité de réguler la campagne électorale officielle et de garantir l’équité entre les candidats", a expliqué le chef de l’Etat.

Le président Bouteflika a, en outre, annoncé que conformément aux dispositions de la loi organique relative au régime électoral, "une commission exclusivement composée de magistrats, aura pour attribution de superviser les élections et de suivre le processus électoral, du début du dépôt des candidatures à la proclamation des résultats par le Conseil constitutionnel".

Le chef de l’Etat a précisé que cette commission est habilitée, sur saisine ou de sa propre initiative, à prendre des décisions exécutoires afin de garantir la conformité aux dispositions de la loi électorale, de la part des parties en lice et des instances chargées de l’organisation des élections.

Evoquant la "décision" de l’Algérie de faire appel à des observateurs internationaux pour suivre les élections, le chef de l’Etat a fait observer que le gouvernement a invité un certain nombre d’organisations internationales, dont l’Algérie est membre ou partenaire, à dépêcher leurs observateurs, de même que certaines organisations non gouvernementales, invitées pour la même fin.

"Honorables citoyennes, Honorables citoyens,

Dans mon discours du 15 avril 2011, je m’étais engagé à entreprendre l’approfondissement du processus démocratique et à asseoir les assises de l’Etat de droit en permettant à nos instances élues de disposer et de se prévaloir d’une entière légitimité et aux citoyens et citoyennes de participer, de la façon la plus large possible, à la prise des décisions engageant leur avenir et celui de leurs enfants.

A cet effet, de nouveaux textes législatifs ont été promulgués, à savoir les lois relatives au code électoral, aux partis politiques, aux associations, à la représentation de la femme dans les assemblées élues et aux cas d’incompatibilité avec le mandat parlementaire ainsi que les codes de l’information, de la commune et de la wilaya.

Cela étant à présent accompli, partant de l’expérience de notre peuple et de notre volonté nationale et à la lumière des avis et propositions exprimés par les partis politiques, les personnalités nationales et les représentants de la société civile à l’occasion des consultations menées sur les réformes politiques aux niveaux national et local, je pense que nous disposons désormais de l’assise législative nécessaire pour entamer une étape nouvelle dans la mise en pratique de la démocratie.

Honorables citoyennes, Honorables citoyens,

A la grâce d’Allah, nous entamerons la nouvelle étape des réformes par la tenue des élections législatives qui auront lieu le 10 mai 2012, conformément au code électoral entré en vigueur.

Nous avons décidé de faire appel à des observateurs internationaux pour suivre ces élections. Le gouvernement a invité un certain nombre d’organisations internationales dont nous sommes membres ou partenaires, à dépêcher leurs observateurs.

Pour la même fin, certaines organisations non-gouvernementales ont été également invitées.

Honorables citoyennes, Honorables citoyens,

Les institutions administratives du pays ont la responsabilité de garantir l’impartialité totale de leurs agents, dans tout ce qui concerne les élections. Elles devront s’assurer d’une totale coopération de l’administration locale avec les instances nationales de surveillance et de supervision des élections, ainsi qu’avec les observateurs internationaux, dans le respect de la loi.

Tout responsable, membre du gouvernement, haut fonctionnaire ou cadre dirigeant d’entreprise publique qui se porterait candidat aux prochaines législatives doit s’abstenir de toute utilisation des moyens de l’Etat pour sa campagne électorale et s’interdire toute visite de travail dans la wilaya où il se présente.

Honorables citoyennes, Honorables citoyens,

La démocratie que nous ambitionnons de construire passe par la libre participation citoyenne à la vie politique pluraliste, par le biais du concours à l’activité partisane, de la pratique de la liberté d’expression, du recours au verdict des urnes et la préservation des principes sacrés du peuple et des constantes de son identité de toute surenchère ou spéculation.

J’attends des partis politiques, des syndicats et des organisations de la société civile qu’ils œuvrent ensemble à mobiliser les électeurs et les électrices, les jeunes en particulier, afin qu’ils s’acquittent de ce qu’implique la citoyenneté, loyale et sincère, de disponibilité à accomplir le devoir civique et politique, à choisir les programmes et juger les hommes et les femmes en fonction de leur probité et de compétence.

Les partis politiques seront incontournables lorsqu’il s’agit de la crédibilité, de l’efficience et du respect total des règles régissant les prochaines élections législatives. Leur rôle consistera à mettre au point des programmes viables et sérieux, à même de répondre concrètement aux préoccupations des citoyens, à trier et désigner des candidats et candidates capables d’assumer pleinement le mandat parlementaire, et à ouvrir largement la voie aux femmes et aux jeunes qualifiés de manière à enrichir la composante humaine de nos institutions constitutionnelles de femmes et de jeunes compétents.

Nous attendons des électeurs et électrices qu’ils se mobilisent pour exprimer, librement et souverainement, leurs suffrages et traduire la volonté du peuple. Il ne doit point leur échapper qu’ils assument la responsabilité de mandater les candidats et candidates choisis, pour décider du destin du pays et exercer le pouvoir au nom du peuple.

Honorables citoyennes, Honorables citoyens,

Nous ne voulons pas que les prochaines élections législatives soient réduites à une simple compétition pour occuper des sièges.

Nous voulons qu’elles soient une émulation entre les meilleurs programmes et la meilleure élite à même de représenter le peuple avec loyauté et compétence, et ce à travers l’application optimale des textes législatifs pertinents devant permettre d’installer une nouvelle assemblée populaire nationale, avant de passer aux étapes ultérieures de la réforme et leur assurer une réussite digne de notre pays et des sacrifices de son peuple.

Conformément aux articles 8, 11 et 20 de l’Ordonnance sus citée, les citoyens immatriculés non encore inscrits sur la liste électorale, âgée de 18 ans et plus et ceux qui auront atteint l’age de 18 ans révolus le 31 octobre 2011, sont invités à se rapprocher de l’Ambassade à Hanoi, du 1er au 31 octobre 2011, aux jours et heures ci-après :

Transfer to the new headquarters: The service for Civil Status of the Ministry of Foreign Affairs closed from May 15 to 19, 2011.

The Ministry of Foreign Affairs informs the public that within the framework of the transfer of its services to its new headquarters (Plateau Annassers - Algiers), the service of civil status, located Place Mohamed Seddik Ben Yahia, El Mouradia, will be closed from Sunday, May 15 to Thursday, May 19, 2011. The department of civil status will resume its operation as of Sunday, May 22 at its new location. To facilitate the communication with the Department, the current phone numbers, except private lines, remain operational.


STATEMENT BODY REPATRIATION INSURANCE

The Societe Nationale d'Assurance (SAA) began the marketing of its insurance products for body repatriation of deceased compatriots abroad.

The benefits of this insurance are:

  • No limit to the paid amount, the guaranteed allowance being fully served by the insurer of the SAA, IMA-GIE (Inter Mutuelles Assistance Niort France);
  • No medical selection;
  • No age limit;
  • Available throughout the world.

This insurance product covers the organization and management, at real costs, by the assistance provider IMA-GIE, of the transfer of the insured's body to the burial site in Algeria and the availability to a close relative, a round-trip plane ticket to accompany the body. The transfer of body covers the following:

  • administrative formalities related to the death;
  • treatment and post-mortem ritual washing;
  • Placing in coffin and transporting the body to the burial site.

In case of death, a close relative or other person must contact the assistance provider IMA-GIE within 72 hours from the time he learned of the death to the following unique Telephone number: + 33 (0) 5 49 34 81 78 (24/24 and 7 / 7) and request the execution of the guarantees in the contract.

This insurance is subscribed in Algeria either individually or collectively through associations.

For subscription at a distance, it is necessary to complete the insurance application contained in the brochure circulated by the SAA (download from the SAA website at: www.saa.dz), detach it, sign it and return it to the association or send it to a family member residing in Algeria to make it to the subscription process and the settlement of the amount of the insurance premium in euros to the SAA account opened within the Exterior Bank of Algeria. The annual insurance premium per person is 25 Euros (excluding transfer costs) equivalent to 2500 Algerian Dinars. This premium is divided into net premium (2400 AD) and stamp duties and accessories (60 and 40 AD by sheet issued).

Discounts are available for collective subscriptions:

  • • 5% of the net premium for groups of 50 to 100 people;
  • • 7.5% for groups of 101 to 500;
  • • 10% for groups from 501 to 1,000 people;
  • • 15% for groups of more than 1,000 people.


Summer University 2011

The Embassy of Algeria in Hanoi informs the members of the Algerian community in Vietnam, Laos, Cambodia and Myanmar that a summer university of science and technology research will be held at the University Abu Bakr BELKAID -Tlemcen - from 9 to 15 July 2011.

This meeting, which will be held with the assistance of the Association of Algerian Competences Abroad (ACA), is organized by the Ministry of Higher Education and Scientific Research (MERS) in partnership with the State Secretariat responsible for the National Community Abroad (SECCNE).

The works will focus on biotechnology, material sciences, agricultural sciences, renewable energy, health, information technology and communication and management of industrial projects.

The program designed for this purpose will be held in the form of courses, workshops and opportunities for exchange. The involvement of national expertise abroad (researchers, lecturers, engineers, PhD students and postdocs ...) is highly desirable in order to make this consolidation of the Algerian scientific elite an important moment in the process of sharing knowledge.

The selection operation skills responsible for delivering the courses will be done in two stages.

  1. Applications are first received and reviewed by the ACA.
  2. They are then forwarded to the Scientific Committee at the Ministry of Higher Education and Scientific Research, called upon to make the identification of training and to provide comment on the scientific contributions.

The deadline for receipt of applications by the ACA is set for March 20, 2011.

Opening of the reclamations and recourses

The Embassy of Algeria in Hanoi informs to all registered Algerian nationals established in Vietnam, Cambodia, Laos and Myanmar that the annual revision of electoral lists closed on 31/10/2010.

A period of reclamations and recourses, for recording or radiation, is opened to the Embassy from November 1 to November 15, 2010.

As part of the annual revision of electoral rolls in accordance with the provisions of Ordinance No. 97-07 of March 6, 1997, as amended and supplemented on the organic law on the electoral system, in particular Articles 11 and 16.

The Embassy of Algeria in Hanoi has the honor to inform all registered Algerian nationals established in Vietnam, Cambodia, Laos and Myanmar who are not registered on the electoral list that the operation of annual review of the electoral lists will begin from 01 October to 31 October 2010.

Statement : Delay to November 24, 2010 of the deadline for issuing passports according to the current model

The Embassy of Algeria to Hanoi brings to the attention of Algerian Nationals regularly registered to its services that the period of extension and renewal of passports with the current model initially set to March 31, 2010, was postponed to November 24, 2010.


Statement : Biometric Passport

Hanoi, March 1st, 2010

The transitional period preceding the introduction of biometric passports will begin on Monday, 1 March 2010.

It is therefore strongly recommended to Algerian citizens whose passport validity expires before September 30, 2010 to file their applications for renewal or extension of their passports on the following schedule:

  • Monday, March 01 to Wednesday, March 10, 2010 to holders of passports valid until May 15, 2010;
  • Thursday March 11 to Saturday, March 20, 2010 to holders of expiring between May 16 and June 30, 2010;

The filing for the extension or renewal of passports must be deposited at the diplomatic mission or consular district of residence, which will handle the processing and issuing the travel document.

The travel documents issued well before March 31, 2010 will be valid until March 2015, deadline set by the Organization of International Civil Aviation for the generalization of Electronic Biometric Passport.

The Algerian Insurance Company SAA would like to warn of the existence of fraud which affects its insurance product "Repatriation of bodies" on sell from Algeria to the benefit of the Algerian community living abroad.

To guard against this fraud, do not accept the policies of individual insurance tickets of repatriation of bodies that are on offer abroad since the insurance can only be purchased within the agencies of the SAA in Algeria or within Algerian embassies and consulates abroad, either individually or collectively as part of collective agreements that may be undertaken by associations of migrants for the benefit of their members.

Insurance product for repatriation of the remains of Algerians living abroad : Complement information

The Embassy of Algeria to Vietnam would like to bring to the attention of Algerian nationals residents in Vietnam, Cambodia, Laos, and the Union of Myanmar that the SAA Insurance launches the insurance product for the repatriation of bodies of Algerians residing abroad. This insurance product is available in the distribution of the SAA, throughout the national territory, since the first in July 2009. It guarantees the repatriation of the body of the deceased insured person, from his country of residence abroad until burial in Algeria and the provision of a close relative of a plane ticket, roundtrip return to accompany the body.

This insurance is valid in all countries of the world and issued without limit of age and without medical examination, can be purchased in Algeria with the distribution of the PAC, or individually by the insured person himself or herself or by a third authorized person (with the insurance application completed and signed by the person to insure) or collectively by associations of Algerian immigrants. Subscription collective gives a discount on the premium depending on the number of insured.

Insurance product for repatriation of the remains of Algerians living abroad

The Embassy of Algeria at Hanoi informs all Algerian Nationals residing in Vietnam, Cambodia, Laos and Myanmar that the Société Nationale d'Assurances "SAA" is about to launch shortly, an insurance product for repatriation of the remains. This new insurance product provides the following advantages:

  • An individual or collective subscription by the Associations;
  • Guaranteed charge: Repatriation of the body on the place of death abroad until burial in Algeria and provision of a two way ticket in economy class for the accompanist of the deceased;
  • No limit on the amount taken in charge since the guaranteed benefit is paid entirely by the nature of the SAA assistant;
  • No medical underwriting;
  • No age limit;
  • The insurance is valid worldwide;
  • The amount of the premium annual insurance is Two Thousand Five Hundred Algerian Dinars (2500 DA) convertible, per person.

The marketing of this insurance will be carried out, first in Algeria, through the network of the SAA consisting of direct Agencies and Bancassurances, in partnership with a foreign reinsurer. The subscription and distribution will be extended to other channels, using the Internet, starting with the upgrade of the electronic payment systems.

The prospectus relating to this insurance will be available to nationals at the Embassy of Algeria to Vietnam, upon reception. An information message on this insurance will be published on the website of the SAA www.saa.dz, the day before the date of actual launch of the marketing of this product. Preventive measures against influenza A / H1N1 called swine flue

The Embassy of Algeria in Vietnam reports that preventive measures have been taken by the Algerian authorities to deal with the threat of influenza A / H1N1 called swine flue as following:

  • Control and health monitoring on every posts entries in Algeria (by air, sea and land).
  • The setting up of early warning and monitoring at central and local level.
  • Availability of equipment and consumable medical supplies as well as an antiviral treatment stockpile (Tamiflu) in the order of 6.5 million doses.

It should be noted that the entry of foreign nationals to Algerian territory does not require the presentation of a health document for this type of infection.

Pursuant to the law Nº01/10 of the 11 Rabie Ethani 1422 correspondent at bearing 03 July 2001 law mining, the National Agency of the Mining Patrimony is launching a national and international call for bidding to the investors for purposes of attribution adjudication of mining titles of exploitation or exploration, for the lodgings of mineral substances appearing as annexes ci-joined.

The substances suggested are as follows:

Importation of vehicle

The Embassy of Algeria at Hanoi would like to inform to the Algerian nationals established in Vietnam, in Laos, in Cambodia and in Myanmar, registered near its Consular services, that pursuant to the provisions contained in article 10 of the ordinance No 05/05 of the 18 joumadha ethania 1426 corresponding to 25 July 2005, bearing finance law complementary for 2005, the importation of the Vehicles of Tourism of less than three (03) years of usage is removed, a deadline to two (02) months was fixed for the implementation of this provision and this as from July 25, 2005. In addition, the regulation leading the importation of the new Vehicles of Tourism remains in vigor.

The Embassy of Algeria informs that an exceptional revision of the electoral rolls will be opened from the 17 to August 24 in forecast of the referendum on the Charter for peace and the national reconciliation, next 29th of September.

The Embassy of Algeria points out that this exceptional revision intervenes under the terms of the provisions of ordinance 97-07 of March 06, 1997 modified and supplemented, bearing organic law relating to the electoral mode and of the order in Council 05-278 of bearing 14 August 2005 convocation of the electorate by the President of the Republic.
