I am delighted to note that the 45th anniversary of establishment of diplomatic relations between Algeria and Vietnam, October 28, 1962, intervenes just when Algeria is celebrating the 53rd anniversary of the beginning of the Revolution of November first, 1954.
This anniversary offers me the a good opportunity to emphasize the importance which Algeria attaches to its relations with Vietnam and wishes to reinforce them in all fields in the mutual interest of the two friendly countries.
This occasion is propitious to express my joy to note that during all these years which followed the establishment of the diplomatic relations between Algeria and Vietnam, the traditional and profound friendship between our two countries did not cease being reinforced and that the bilateral co-operation records a significant development.
The bonds between Algerian and Vietnamese people - old and historical - existed well before the establishment of the diplomatic relations and were forged with the heroic crucible of fight of each of our countries for the national liberation, the deliverance from the colonial domination and the recovery of independence. These relations remain marked – as ever - by an acting solidarity, a close dialogue and a sharing of common values in particular the assertion of their attachment to peace and their legitimate aspiration to progress, development and prosperity.
These reciprocal esteem and bonds of friendship which deepen unceasingly find their prolongation in a mutual advantageous co-operation and are recorded, today, in a common vision of the future. Indeed, the structural transformations in each of our countries recorded as well in the domestic front as on the level of integration in the respective regional zones and globally in the world economy, announce a new qualitative stage in the development of our relations.
Algeria which follows with great satisfaction the progress and the achievements socio-economic development fields achieved by the friendly Vietnamese people, reiterates its availability to more develop the bonds of co-operation in all fields without exclusive, for the interest of the two countries and two peoples.
The brilliant election of Vietnam in non-permanent membership of Security Council of UN Organization for the mandate 2008-2009, for which we address to the Vietnamese people and government our most sincere congratulations, is a recognition and a dedication of the role of Vietnam in the international scene. I am convinced that the dynamism and the constructive spirit of the Vietnamese diplomacy will contribute to the advent of more peace and stability around the world and promotion of the social economic development of all the countries.
I would like to also ensure all our Vietnamese friends of my personal availability to contribute with them to the reinforcement of our relations in all fields within the framework of a partnership renovated by putting in value the advantages of the perfect complementarity of our respective economies and by mobilizing the potentialities which they conceal in the mutual interest of our two countries.
